11/9/2022 – US Air Force Life Cycle Management Center Awards Contract to Joint Venture Systems Planning and Analysis–Envisioneering, LLC

Alexandria, VA – The Air Force Life Cycle Management Center has awarded joint venture Systems Planning and Analysis (SPA)–Envisioneering, LLC (E-SPA) a 5-year, $13 million contract to provide research, development, and test and evaluation services to the Stand-in Attack Weapon (SiAW) Program. SiAW is a next generation missile, built to rapidly strike mobile targets within an enemy’s defended territory. The Air Force is budgeting close to $2 billion for SiAW development from 2022 to 2027.

E-SPA’s responsibilities focus on developing threat emulation systems to support live-fire testing for the SiAW program. This work is awarded as a task order on the DTIC Information Analysis Center Multiple Award Contract (IAC MAC). Technical development of the emulators and test support is being performed by EH Group, Inc., a Service Disabled Veteran Owned Small Business Research and Development firm based in Tuscaloosa, AL.

“This is a great win under the IAC MAC vehicle and provides an excellent opportunity for the E-SPA Joint Venture to provide high-quality services to the USAF SiAW Program,” said Dr. William Vantine, SPA President and CEO.

Work will be performed at multiple sites and test ranges, including Tuscaloosa, AL; Eglin AFB, FL; White Sands Missile Range, NM; and the Nellis Test and Training Ranges, NV.

7/1/2021 – NSWC Carderock Awards Prime Contract to Joint Venture Systems Planning and Analysis–Envisioneering, LLC

Alexandria, VA– Naval Surface Warfare Center Carderock has awarded Systems Planning and Analysis–Envisioneering, LLC (E-SPA), a joint venture between Systems Planning and Analysis, Inc. and Envisioneering Inc., a $4.56 million contract to provide research, development, test and evaluation services to the Advanced Propulsor Management Office. E-SPA’s responsibilities focus on cost and construction trend analysis for COLUMBIA Class submarine propulsor program. This work is awarded as a task order on the Defense Technical Information Center Information Analysis Center Multiple Award Contract (DTIC IAC MAC).

SPA President and CEO Dr. William Vantine remarked, “This is a great win under our DTIC IAC MAC vehicle and provides an excellent opportunity for the E-SPA Joint Venture to provide high quality services to the COLUMBIA Propulsor Program.”

On this task order, E-SPA will develop and provide new scientific and technical information, including tools for the tracking, analysis, and forecasting of costs across multiple submarine platforms as well as strategies for assessing and managing complex program and manufacturing considerations.

Work will be performed at multiple Naval Sea Systems Command locations, including Carderock, MD, and the Naval Foundry and Propeller Center in Philadelphia.

The Competition in Contracting Act (CICA) Stay is lifted and DTIC is proceeding with the Pool 2 post award/pre-performance orientation and awards. ESPA survived the rigorous vetting process and is poised to join a research and analysis enterprise providing vital work for the Department of Defense.

9/6/2018 – Information Analysis Center Multiple Award Contract Award Notice

Joint Venture partners Systems Planning and Analysis, Inc. (SPA) and Envisioneering, Inc., a service-disabled veteran-owned small business, were awarded a contract by the Defense Technical Information Center (DTIC) Information Analysis Center Multiple Award Contract (IAC MAC). The broad technical scope supports all aspects of identified or potential military, national security-related, and dual use applications of related technologies and methods. The contract award in Small Business Pool 2 provides that all Task Orders (TOs) valued at or below $15M will be competed in Pool 2 among the 10 awardees. The period of performance runs until 2027.
